GIMP does supposedly... I've yet to try GraphicsGale, but I hear it's good.

Never used Gimp, but I assume you need to find something involving changing it to indexed color in one of the menus at the top.

The GIMP is actually the easiest to do this with.  You can literally drag the colors around in the color map to rearrange them without harming the picture.
