[Tools] Command Line palette tools.

Just a couple of quick widgets I cooked up in JAVA out of an urgent need.  Source code included.

This first one is ACTsplicer.  It will ask for two palettes, then copy a range of colors from the second into the first. (Maintaining indices of course.)

The second one is PicToAct.  Give it a 16x16 palettized PCX image and it'll give you a palette that looks EXACTLY like the image you gave it.

Use and abuse these programs as you wish, so long as you credit me.
Also, these programs are not newb friendly.  If you're not sure if you need to use these, chances are you don't.
