Capcom had a poll for the first console version of SF4 and pretty much ignored that one besides Cammy if I remember correctly.

Cactus Butt was only in the last game because they shoved in as many characters as they could.

Which on that subject I've seen it listed on multiple spots that I have forgotten the game is going to have about 30 characters.
