Tiers can be broken. Like that Pokemon trick involving a level 1 Ratatta I forget the mechanics.

Endeavor
Quick Attack
Rattata

Focus Band to keep Rattata from dying and leaving it 1 HP.
Endeavor to make it and the enemy's health equal.
Quick Attack to hit the opponent first and do 1 HP of damage.
Rattata just for the lulz.

That's a F.E.A.R. counter-measure. Of course you can get around this by ditching the Rattata, and using a Kangaskhan with Scrappy and Sucker Punch. Naturally the acronym "F.E.A.R" is no longer appropriate, but those are the breaks.
