[HR]Tekken 2 Devil Kazuya Stage Custom

What was done:
- Added TV with static animation in BG rather than mirror. Also have a portrait of Devil Kazuya fading in and out.
- Added my own spotlight effect on the left and right hand side of the screen.
- Gave the stage bounds.
- Added a darkness overlay.
- Cleaned up code/sff.

Feedback would be appreciated since I rarely mess with bgctrls, window or parallax coding, all of which are included in this stage.
