[Stages] Dead Moon Circus, Uotta Highway, and a bunch of fixes

Holy crap did I do a lot. Thumbnails aren't working, but the screenshots/downloads are.


Dead Moon Circus at Night from that Sailor Moon game I like ripping stuff from. Music in MP3, ADX, and SPC.


Uotta Highway from Ganbare Goemon 4. No music yet, forgot to upload them haha.

And I've also made a shitload of updates to my old stuff, thanks to Cybaster who pointed out a bunch of stuff I forgot:

- A stupid visual bug in Cutman's Stage's was fixed. Seriously it's been out for a year and NOBODY noticed it until now?!
- Readme's added to several stages that lacked.
- Changed debug = 1 to debug = 0 on Joke's End and Ryuukyuu Resort
- Ryuukyuu Resort's water colors now look closer to the game.
