I'd say it depends on how Elecbyte has implemented them,

I.e. they could be tied into screenpacks or something stupid that Elecbyte has been known to do.

Yeah they do seem to use the screenpack but they come up no matter what so I guess you don't really have a choice.

The Good news however is there seems to be a new State Controller called VictoryQuote which lets you choose a specific one, so your character/author specific ones should still be possible with a bit of effort Jango.
